Below are all possible WhatsApp sender status and their relationship to Quality Ratings:

PENDING: Indicates that a phone number has been added to your WhatsApp Business Account but hasn't completed the registration or verification process.
DELETED: Indicates that a phone number has been removed from the WhatsApp Business Account (WABA).
MIGRATED: The number has been transferred between WhatsApp Business Accounts or between Business Solution Providers (BSPs).
BANNED: The phone number has been banned due to violations of WhatsApp's policies
RESTRICTED: It reaches its messaging limit (e.g., exceeding the allowed number of messages in a 24-hour period).
RATE_LIMITED: Indicates that a phone number has been temporarily restricted due to consistently low-quality messages. This status is a consequence of not improving message quality after being flagged for low quality.
DISCONNECTED: Indicates that the phone number (sender) is currently not connected to the WhatsApp network. This status can occur due to various reasons, such as network issues, server maintenance, or configuration problems.
UNKNOWN: Indicates that the system is unable to determine the current state of your phone number. This could be due to various reasons, such as temporary connectivity issues, incomplete setup, or internal system errors.
UNVERIFIED: Indicates that your business has not completed Meta's verification process. This status affects your messaging capabilities but does not directly impact your phone number's quality rating.
CONNECTED: The number is successfully active.
FLAGGED: This status appears when a phone number’s quality rating falls to Low (Red), indicating poor message performance or negative user feedback.

If a WhatsApp sender is assigned any of the following statuses — RESTRICTED, PENDING, DISCONNECTED, UNKNOWN, DELETED, or BANNED — the platform will prevent you from initiating or continuing a WhatsApp campaign. These statuses are considered inactive or non-operational, and as such, the sender cannot be used to dispatch messages or message templates. To proceed, the sender must have a valid status, preferably CONNECTED.
