WhatsApp Sender Quality Rating & Status.
This section provides a comprehensive overview of the Status, Quality Rating, and Tier indicators associated with WhatsApp senders configured on the platform. These indicators play a critical role in determining a sender’s eligibility for campaign execution, message delivery capacity, and overall performance.
The descriptions provided below cover the full range of possible statuses, their corresponding quality rating behavior, and how these values affect your ability to send WhatsApp messages or templates. Additionally, the platform offers contextual tooltips (accessible via the ”?”
icon) that dynamically reflects the meaning of each status to assist users in real time.
🔎 Dynamic Tooltip Behavior
Each Status field includes an information icon (?
) that displays a contextual tooltip when hovered over. This tooltip provides a dynamic explanation based on the sender’s current status. The description automatically updates to match the displayed status and helps users understand the sender’s eligibility and operational limitations.

Quality Rating Levels
The Quality Rating reflects the health of the sender’s messaging based on message delivery rates and recipient feedback:
- High (Green): Indicates strong message performance, minimal user complaints, and optimal delivery.
- Medium (Yellow): Suggests moderate performance, with some user issues or lower delivery success.
- Low (Red): Indicates poor performance, likely due to message quality concerns, negative feedback, or spam-like behavior. It may lead to rate limiting, flagging, or further restrictions.
Status Definitions
Below are all possible WhatsApp sender statuses and their relationship to Quality Ratings:
Status | Definition | Quality Rating |
---|---|---|
PENDING | Indicates that a phone number has been added to your WhatsApp Business Account but hasn't completed the registration or verification process. | Not available |
DELETED | Indicates that a phone number has been removed from the WhatsApp Business Account (WABA). | Retained (can be High, Medium, or Low) |
MIGRATED | The number has been transferred between WhatsApp Business Accounts or between Business Solution Providers (BSPs). | Retained (can be High, Medium, or Low) |
BANNED | The phone number has been banned due to violations of WhatsApp's policies | Not available (deactivated by Meta) |
RESTRICTED | It reaches its messaging limit (e.g., exceeding the allowed number of messages in a 24-hour period). | Available (can be High, Medium, or Low) |
RATE_LIMITED | Indicates that a phone number has been temporarily restricted due to consistently low-quality messages. This status is a consequence of not improving message quality after being flagged for low quality. | Low (Red) |
DISCONNECTED | Indicates that the phone number (sender) is currently not connected to the WhatsApp network. This status can occur due to various reasons, such as network issues, server maintenance, or configuration problems. | Retained (can be High, Medium, or Low) |
UNKNOWN | Indicates that the system is unable to determine the current state of your phone number. This could be due to various reasons, such as temporary connectivity issues, incomplete setup, or internal system errors. | Not available |
UNVERIFIED | Indicates that your business has not completed Meta's verification process. This status affects your messaging capabilities but does not directly impact your phone number's quality rating. | Available (can be High, Medium, or Low) |
CONNECTED | The number is successfully active. | Available (can be High, Medium, or Low) |
FLAGGED | This status appears when a phone number’s quality rating falls to Low (Red), indicating poor message performance or negative user feedback. | Low (Red) |
WARNING
If a WhatsApp sender is assigned any of the following statuses — RESTRICTED, PENDING, DISCONNECTED, UNKNOWN, DELETED, or BANNED — the platform will prevent you from initiating or continuing a WhatsApp campaign.
These statuses are considered inactive or non-operational, and as such, the sender cannot be used to dispatch messages or message templates. To proceed, the sender must have a valid status, preferably CONNECTED.
Tier
The Tier represents the current messaging capacity level assigned to a WhatsApp sender. It defines the maximum number of business-initiated conversations the sender is allowed to start per 24-hour period using approved message templates.
As displayed in the Sender Details view (e.g., Tier: 10,000), this value indicates that the sender is authorized to initiate up to 10,000 conversations per day. The Tier system is defined and managed by Meta and is structured as follows:
Tier Level | Daily Limit |
---|---|
Tier 1 | Up to 1,000 conversations |
Tier 2 | Up to 10,000 conversations |
Tier 3 | Up to 100,000 conversations |
Tier 4 | Unlimited |
NOTE
WhatsApp tiers (also known as messaging limits) apply per phone number (sender), not per WABA.
Although a WABA (WhatsApp Business Account) can have multiple senders (verified phone numbers), each sender has its own independent tier, determined by its reputation and activity level.
